There are more non-union mines in WV than there used to be. And as we found with the Sago (2006) & Upper Big Branch (2010) mine disasters, efforts to mitigate black lung & explosions due to coal dust in the air were short changed in favor of producing coal. The 41 miners killed were relatively young & autopsies revealed that they had evidence of black lung more advanced than it should have been given their age.
McConnell has also been voting against black lung legislation. & he represents a coal mining state! & they kept voting for him!!
What the hell are they using coal FOR?! There's infinitely more efficient sources of energy, even non-renewable ones, and the only other use for coal is as a carbon source for making steel...which we apparently don't do any more. X-P

I believe the majority of people have NO idea where the "magic" of electricity comes from. Someone has to go down into the mines and dig the coal out of the ground. The photo op you posted of the coal execs have NEVER gotten their hands dirty, or breathed in the coal dust.
