They can't follow basic instructions. The schools graduate bodies because they need the funding. You, too, can graduate high school with a D+ average!
I have absolutely zero sympathy for these yokels (common clay, etc.). I lived in a rural area for a couple of years. Families had a tradition whereby all the girls got pregnant at 15.
