Some things I've done in such circumstances is: a) worn a sports bra (the kind of thing you can wear jogging with no other shirt, so it's "street legal") under a SOAKED t-shirt; that way it won't matter if anyone can see whatever you're wearing under it (and even in humid conditions, it helps cool you off! :D Though it would be more efficient if it were drier air... :-/); barring having such a bra, a soaked baseball cap can do; and b) keep a plastic (because metal makes the Politsiya nervous) water bottle full and close by you at all times. Don't bother scaring the Politsiya with it; you'll need it to drink from. ;)
If the sun hasn't set yet, definitely stay in the shade, and if possible, go with a buddy to keep an eye out for each other, and look for short events, no more than maybe an hour or two. Check in with someone before you go and when you come back (I have a once-monthly social event with friends on a weekend, and our hostess always insists on me calling her once we've made it back home). :)

I didn’t take water last time because they said there would be water stands. But none until the end. We are lucky in Philly that there is lots of shade and the cops are generally nice.
