First of all, a handmade guitar is not considered art. There are many luthiers in the US who make handmade guitars. The premise is that a work of art is unique and so should not be charged with customs (tariffs). I suspect that Customs decided that he should have had an American luthier make his guitar. (Trust me on this, I had to deal with Customs in my job before I retired). This man was trying to avoid the Customs charge by saying that the guitar was a work of art. This is 100% his own fault.
